I’m trying to sell my car which is registered in California under non-operational status. I have to sell it in Nevada and am confused about what documents need to be submitted by myself, and the person I sell the vehicle to…Please help!

Non-op isn’t salvage. Just means that the car is not currently registered due to mechanical issues - Not on the streets.
All you need is a bill of sale and title. Take your plates off the car before the seller takes possession. He’ll have to tow the automobile to NV, or get a “one-pass” permit from the DMV. Those are typically about $45 last time I checked

Not your concern. The buyer would need to prove roadworthyness once they register it………..
