In California, the title transfer can take up to 60 days.

Answer:
When you purchase a vehicle, you should get the signed over title IMMEDIATELY, or don't hand over the money. Then in might take 60 days for YOU to go to the DMV in your state with the signed-over title and get it transfered to your name.

Don't accept any seller's excuse for not giving you a title when you purchase a automobile. If he still owes money on the car, you BOTH need to go to his bank so that YOU can pay off HIS loan with your money and the bank can give YOU the title then and there.
