The speakers are these

I am running them of a head unit that only gives out 15rms per speaker, and the polks say they need 60rms.
Is this the problem? Any time I turn up the tunes they start to sound worse than my stock speakers.
Would an amp fix this?
Any brand suggested?

Your not giving then enough power.
Polk Audio speakers are built well and built to handle what they say.
Like me, my 6.5" Sony Xplod speakers are 45RMS, but I have them off my 17RMS deck, and they suck dink. They are already dying.
Polk speakers are awesome and you should amp them to full RMS.
