Pioneer makes excellent products for the price, Pioneer Premier is even better.
The 2 subs together have a combined RMS requirment of 1600 Watts, 1000 watts will be enough. Just make sure you get a good amp with a an RMS rating of 1000 watts. Make sure you wire the voice coils properly to get the correct impedance (Ohms) so that you don't blow your AMP.
As well make sure to set your amp gains properly.
If you want accurate and tight bass, go for a sealed box. (quieter) Otherwise go for a ported box (loud, not as good sound)

For a car yes, but make sure you bridge the subs, there isn't any need to have stereo bass.
For a truck, the cab is obviously smaller than the interior of a car, so that may actually be too much, there is possibly a cheap way out by getting a 350 watt amp and also bridging the subs.

the RMS is 250 watts for each sub, so you need to find an 500 watt RMS amp to power those subs, remember that peak (max) watts is nothing you need to look at RMS (continuous)
as far as the quality of the subs you can tell by looking at the RMS to peak ratings, on a good sub the max is usually no more than twice the RMS
