Modifications do not, generally, increase the value of a car. Without knowing for sure that the guy who did it isn't an idiot, that everything works exactly as it should, that it passes whatever emissions tests are required, and that is hasn't been excessively abused, modifications LOWER the value of the car.
And with a ton of performance modifications, if this guy says he hasn't raced the **** out of it, he is LYING.
The only way this car isn't completely not worth it is if it is a turn key class-legal, competitive race car, with a large community. Think Spec Miata. I don't know that it isn't…but if it isn't, this guy is ******* dreaming.

Yes, the car is almost 10 years old. Go to Kelley Blue Book to check the base value of the car (which is probably only around $4,000-$5,000). This webpage will take into consideration the model, mielage, condition, and some upgrade items (sunroof, ABS brakes, etc.). Then you can think about the value the customization adds to the car.
You can also check used car listings online and see what people are asking for similar models.

Nobody in their right mind is gonna give you that much for it. I know you put a pretty penny in it but anybody that mods a car knows your not gonna get all your money back when you decide to sale it. Lower it for $15,000 MAYBE you may get someone that wanna buy it. You need to get it on a dyno and get a tune before you sale that thing especially for the price your asking.

I'd rather buy an RSX for 18k to. You may even find used RSX's cheaper than that. I'd never buy a used car with mods because the owner will go crazy with the price. Think I read your question wrong, thought you were going to buy an Integra. With that said, its going to be hard to sell your car that old for that much. You'll have to find buyers who are interested in having cars with such mods. I'm not sure where to look though other than placing personal adds in the newspaper classified section.
