I'm buying a 1999 BMW 323i and iy only has 170hp. What are some inexpencive ways to gain more horsepower?

If its a manual I wouldn't be too worried. If its a 5 speed steptronic its better than the regular automatic, but it is STILL inferior to a manual unless you drive in jams all the time.
Anyway, outside supercharger kits, bang for bucks include a differential ratio swop, an M50 intake manifold, a large, bore throttle body, performance spark plugs, great tires, having the vanos seals checked. I’m sure there are more things to do that’ll be unearthed as you ask the fanatics.
But you don't just purchase a BMW for speed, remember that. Many forget this, I'm amongst them.
Many cheaper cars do a much better power : weight. Outside suicidal driving, BMW is eminently more agile and bouncy than most sedans - hence a higher fun factor.

Why bother? Live with what you’ve and enjoy it. Instead of wasting money on stupid horsepower gaines that might give you .2 second better 0-60 time, use the money on good tires. Tires are the most important and most underrated performance gain you can do to a vehicle. Get Michelin Pilot Sport Tires or something similar, this will grant you to handle superior and accelerate superior than anything else.
