I replaced the shocks and it still leans, it leans to the right.

look for a broken leaf spring on that side or they might be just worn out from uneven loading and or torque steer

Shocks don't actually support the vehicle, I'm going to go ahead and state it's your springs. Pickups generally have leaf springs in the back, check those.

Most likely the leaf springs have become weakened on one side.

Answer:
Replace the fatigued spring on one side.
