trying to find out what the codes 12,21,and 32 are.
Answer:
1995 is OBDI and the codes are
12 battery disconnected/ memory cleared last 55 starts / begin of diagnostic sequence
21 O2 shows no activity
32 EGR solenoid circuit shows open/ short circuit

Answer:
You have an OBD 1 system, the codes are as follows:
12 Battery or personal recently disconnected
21 Oxygen sensor signal doesn't change (stays at 4.3-4.5V)
32 EGR gases not working (1988) - check vacuum, valve
This is assuming a fuel injected motor.
