No error appears during scans, i just bought a new Oxygen censor.
The thing is when the engine is cold the rpm varies for about 1min and then it goes below 10 and the vehicle runs normally don't know if it's related

Well, the engine speed should not be varying while warming up. Cold idle is a little higher than normal idle but it should still remain steady. That may have something to do with it but most problems would register a code like a cylinder misfire for example.
What are your driving habits like? Do you do a lot of short-distance driving by chance? Or extensive idling combined with stop n' go city type of driving? Either or both of these are bad for fuel economy but your fuel mileage should not be that high unless you also continuously redline the engine as well.
I had an '03 C230 Kompressor ( with a 6-speed manual ) and the only time my fuel mileage was that bad was when I would continuously wind up the engine ( and engaging the supercharger ) before shifting. As long as I drove normally, my mileage was around 10L / 100 km around the city and maybe around 7 or 7.5 L/ 100 on the highway.
