there are several places for vacume leaks on this car but you must first prove the vacume pump. with the brake master cylinder booster disconnected with engine at idle you should have a minimum of 25 inches of vacume and enough volume or flow that if pipe is capped off with your finger it requires immediate effort to remove finger.if not overhaul or replace the vacume pump.
next on the list is the vacume door locks [yellow color code piping [one goes to vacume storage tank one to the door locks] if blocking these take care of the problem you most likely have an actuator problem [it is best to replace all the door lock actuators at one time this goes for the fuel door and trunk lid actuators too.
if blocking off the lock system did not help try blocking off the green tube this supplies the climate control systems vacume [if automatically controlled , manual systems don’t use vacume [most early 80's 240's seem to have been manual systems. repair accordingly, the automatic system is fairly complex and beyond the scope of this answer column,
however if an automatic system and the black tube[ located at the firewall grommet with the other vacume tubes] has been given a vacume source neither the climate controls nor the engine shut down will work [the black tube is a vent for the climate control system and should never be blocked or given a source]
the final tests are for the shut down system itself, using a hand held vacume pump. disconnect the brown with blue trace hose at the servo on the governor and pull an indicated 3 inches of vacume only, wait 5 minutes if the gauge drops to zero replace the servo if it does not drop suspect the cut off valve mounted on the side of the ignition switch [these are easily replaced after removing lower dash panal and the plastic sound insulation shield above the pedals [NOTE 1: THE PORT WITH THE BLUE DOT IS THE PORT THAT GOES TO THE STOP SOLINOID] [brown with blue stripe tube] [brown tube goes to vacume source].
note 2 : in rare cases the small ports on the booster pipe have been known to clog and ideal advice is to replace the assembly and if the brake pedal is hard the booster may also be bad
note 3: if oil has entered the system. there are only 2 places that will allow this to occur. the shut off servo on the governor and / or the vacume pump trouble in this department can be pre-empted by the installation of fuel filters for an original v.w. beetle inline with main vacume supply trunk [going toward firewall] and inline at the stop solinoid.
