what do i have to do to make it handle 15psi?

L-28 was a very strong engine perhaps superior head gasket. In addition to inter cooler new Radiator and oil cooler your old thumper can do 15 psi well. eliminate the converter and run straight exhaust because turbo quiets the exhaust just about enough on it's own. A water cooled turbo and grant the turbo to cool down after using boost for approx 1 minute idling time before turning off the engine..
