The Scion tC has 160HP.
0-60mph in 7.4 seconds.-Exactly the same as Mazda 3.
Top Speed around 130mph.
The GTI has 200HP turbo engine.
0-60mph in 6.5 seconds.-Same as Honda Civic Si and Acura RSX Type S.
Top Speed is 142mph.
I think the GTI looks superior from the front and side, but the Scion looks superior in the back with the nicer tail lights.

And the GTI gets better gas mileage too by 2mpg. And the GTI has a sport tuned suspension, bigger wheels and wider tires.

GTI is faster, Scion is superior, and being a Toyota, should be more reliable. GTI's design is boring and sterile, Scion is funky. Out of those two, I'd get the Scion.
But I'd advocate one further substitute. The Mazdaspeed3 (263 hp (196 kW) and 280 ft·lbf (380 N·m)).
In Automobile and Driver magazine's Might 2007 issue, the Mazdaspeed3 recorded its quickest acceleration times, completing the 0-60 mph sprint in 5.4 seconds, with a quarter mile time of 14 second flat at 101 mph (163 km/h).
