Unfortunately, it appears unlikely, unless Congress forces them to do so. A shame…

Nope. Katrina took out the service, but in the meantime more coaches have been damaged or worn out, and now they don't have enough equipment.

You have the U.S. government to thank for that. Every civilized country has to subsidize their passenger service, but the U.S. government isn't willing to give Amtrak enough money to get serious and provide good service.
